Service Program Eligibility Guidelines

People Working Cooperatively clients qualify based on their income level, where they live, and what type of services they need. The average PWC client earns less than $13,000 a year and typically faces challenges due to illness, disability, job loss or other circumstances.

Following are general guidelines of program qualifications:

Energy Conservation (Weatherization)

 

Weatherization Program

  • Heat with Natural Gas or Electric through Duke Energy
  • Bill is in household member’s name
  • Homeowners or renters may qualify

Income Guidelines are as follows:

Natural Gas Heated Homes

150% of poverty level

  • Electric customers of Duke Energy
  • Must be enrolled in Percentage of Income Payment Program (PIPP) or income eligible for PIPP

Home Repairs
  • Must be a homeowner to qualify
  • Income qualifications based on 50% of area median in most cases

Modifications for Mobility

 

Modifications for Mobility Program

  • Must be a homeowner to qualify
  • Income qualifications based on 80% of area median

Federal Home Loan Bank Program

  • Income qualifications same as Modifications for Mobility program (80% of median income)
  • Disabled persons not receiving Supplement Security Income (SSI) must provide documentation of disability
  • Homeowners must sign a 5 year deed restriction for the services provided
  • Homeowners must receive one hour of budget counseling
